Ninefox Gambit - Yoon Ha Lee

The world and underlying concepts seem pretty cool so far, but I feel like I just read a couple of chapters that could have been cut down to a couple of short scenes at the end. I really don't see the point of the assembly with the six other officers and it seems like a nonsensical way of making attack plans: not giving sufficient background information and just picking the "best" suggested plan by people who can't really know what they're talking about because they lack information??

 

For the people that have read this, is there something that I completely missed about that scene? Was it just to see who would volunteer the plan that Cheris proposed?
